and such a highly reputable reference you have used as well...
That has merely been proposed, it is far from approved.

Blue Stivo,
When it reads.. and i quote...
rat·i·fi·ca·tion
1. the act of ratifying; confirmation; sanction.
2. the state of being ratified.
Look here's a link from FIA's own press releases section

And where is you're reputable source?

The FIA’s World Motor Sport Council on Friday ratified an immediate ten-year freeze on formula one engine development. Between next year and 2017, each team may only use a 2007-spec engine design that is to be “delivered (to the FIA) no later than 31 March 2008″, a statement announced.

There are good points to the engine freeze, but even so, because something is 'rubber stamped' by the FIA, does not mean the Manufacturers have agreed to it as yet. The current freeze is in place until 2010, beyond that is still open to negotiation.

and from the final link...
2010-2013 because there is already the current freeze in place until 2010... has been in place for the last 18 months.
This is all old news and takes a while to search.

Although the sport's car makers are still pushing for their own 'Fuji-proposal' to freeze engines from 2010 to 2013, Purnell believes that the 10-year freeze regulations recently rubber-stamped by the FIA will actually be better for the sport's participants.

The extension to the engine freeze comes just days after the manufacturers involved in Formula One submitted a proposed engine rules package for 2010 to 2013 that was intended to help reduce costs and promote more environmentally-friendly technology.
The original engine development freeze was introduced for the start of the 2007 season and was expected to remain in place only until a more radical overhaul of the engine regulations was carried out.

Yeah it sounds off to me, there is no way such an idea will last. With ever tightening emission restrictions, 10 years will yield enormous change. 2009 is bringing KERS devices to the cars, with plans to revisit possible turbo engines as well as more energy-efficient means of racing. They would be digging their own graves with this one. It would be particularly funny if they got rid of Eccelstone and Mosely as well, they've brought nothing but poor personal judgement to F1.

can't wait till those two old farts cark it so we can get back to REAL racing in f1; not all this restricted bullshit.
f1 was supposed to be about pushing your car to the technical limit, if you want a f#####g control formula then go watch V8 super-homochariot racing
edit; and i want my 1500HP V8's @ 7bar back in f1 plz
